tv tcl-21189 in trouble?

my tv tcl-21189 has only half picture on the lower half of the screen, and upper half got a black color only. i dont have a schematic diagram, pls help me giving tips on finding which is the suspected defect component. thanks

1. Probably a defect in the vertical output circuit. Most likely an IC. Look for an LA7838, or similar. It's a flat IC with a metal tab, mounted with a single screw to an aluminum heat sink, and 13 pins at the bottom. Also look for electrolytic capacitors with a bulged top and/or light brown stuff leaking out of the bottom.
